Applicants for grants will most likely comprise a variety of different kinds of people. Some will be current business owners; some will be currently unemployed with an idea for a business opportunity that could be successful given a bit of capital to get started.

IACCI will lean heavily towards those applicants that can demonstrate an increase of employment in addition to a sound sustainable business plan demonstrated in the application process. The degree to which these two factors are present in the application for a grant will determine its success for receiving an award.

As the overall goal of the grant component is to bring stability to the community in which the program is being run, preference will be given to those grant applicants that demonstrate that they will employ numbers of youth that would otherwise be targets for militia recruitment.
IACCI will pre-qualify all trainees through a process of completion of forms that require information that will assist IACCI in assessing the need for training along with the potential to quickly accept and acquire the new skills that will be taught. IACCI will solicit training applicants through establishing a series of social networks, using existing tribal and community relationships with recognized government authorities in the areas.
