Goals and Objectives

The overall goal of the grant program is to equip would-be and current micro and small private sector enterprises with the means to produce and expand. The grant essentially provides an infusion of capital along with a plan of how to budget and execute a work plan which is part of the application process.

By providing this infusion of capital, a business will be able to expand or start up, providing employment to its owner in addition to a number of employees. In so doing, the employment generated by this program will move productive laborers and workers away from destructive activities or the temptation to engage in such activities towards actual production and means to generate a sustaining income.

IACCI, working closely with IRD, will have as its objective to process and award grants totaling $315,000 per month for a period of one year. With an estimate of $3000 as an average grant size, using ICAP as a base of information, an average of 100 grants per month will be awarded.
The size of the grants that IACCI awards will not exceed $10,000. Any application received for a grant above $10,000 in value will be passed on to IRD for processing. Likewise, grant applications that IRD receives that are for amounts less than $10,000 will be passed on to IACCI for processing.

Target Recipients
Applicants for grants will most likely comprise a variety of different kinds of people. Some will be current business owners, some will be currently unemployed with an idea for a business opportunity that could be successful given a bit of capital to get started.

IACCI will lean heavily towards those applicants that can demonstrate an increase of employment in addition to a sound sustainable business plan demonstrated in the application process. The degree to which these two factors are present in the application for a grant will determine its success for receiving an award.

As the overall goal of the program is to bring stability to the community in which the program is being run, preference will be given to those grant applicants that demonstrate that they will employ numbers of youth that would otherwise be targets for militia recruitment.

Locations

The grant program will be implemented in Baghdad. IACCI will look for applicants from certain strategic neighborhoods that are identified by IRD and the PRT. Initial targeted districts within Baghdad will be Rasafa, Adhamiya, Kadhamiya, Bayaa/Jihad, Dora, and parts of Mansour.

IACCI will establish two offices in which grant interviews will be conducted, one on the east side of the city, and one on the west. Grant applicants will be processed through the appropriate office depending on the geographic location of their residences within the city of Baghdad.

The office on the east side of the city will be located in the masbah area, close to the offices of IRD. Any training that is done for applicants falling under the jurisdiction of the masbah office will be conducted in the IACCI training facility in Arrasat.

The office on the west side of the city will be in Mansour near sahat liqaa at the end of 14th of Ramadan Street. This office will be equipped with a training hall in which the business training courses running alongside the grant program will be conducted.

It is estimated that each office will process between 75 to 100 applications per month out of which only 100 on average as a total between the two offices will be awarded. All procurement and higher administrative functions will be conducted from the Masbah office, allowing for close monitoring and follow-up.
